Future Funding for Tobacco Prevention at Risk Due to Elimination of Health and Wellness Trust Fund
WASHINGTON, Nov. 30, 2011 /PRNewswire-USNewswire/ — North Carolina ranks 21st in the nation in funding programs to prevent kids from smoking and help smokers quit, according to a national report released today by a coalition of public health organizations.
North Carolina currently spends $17.3 million a year on tobacco prevention and cessation programs, which is 16.2 percent of the $106.8 million recommended by the U.S. Centers for Disease Control and Prevention (CDC).

If you have teens, think back to when they were babies just starting to crawl. You created and monitored the environment to help ensure their safety, health and well being.
Teens are not small adults. Their internal organs are not fully formed. The frontal lobes of their brains are still developing. Many times we scratch our heads and think, “It seems like they would know better than to …” But they don’t know better. They are children. Teens need our guidance, example, and protection. We have to monitor the environment and help ensure their safety, health and wellbeing.
“Prescription drug abuse is a silent epidemic that is stealing thousands of lives and tearing apart communities and families across America,” Gil Kerlikowske, director of National Drug Control Policy, said in a CDC news release. “Parents and grandparents should properly dispose of any unneeded or expired medications from the home and to talk to their kids about the misuse and abuse of prescription drugs.”

Last week a complicated, 60-page ballot initiative written by Costco and other special interests was adopted by voters, thanks mainly to a $22 million campaign funded, again, almost entirely by Costco. The measure was billed as a privatization effort which promised to “get government employees out of the business of selling alcohol” and increase the dollars for law enforcement. Understandably, this was attractive to voters given the $2 billion deficit looming over state government. However, buried in those 60 pages is a complete change in the State’s regulatory goals, elimination of many effective environmental strategies, changes to specific regulations Costco had challenged unsuccessfully in court, elimination of the three-tier system for wine and spirits, elimination of the product safety system for wine and spirits, a major increase in availability for alcohol, and many more changes to taxes, fees, advertising, training requirements, etc.

RALEIGH – Emergency room visits by North Carolinians experiencing heart attacks have declined by 21 percent since the January 2010 start of the state’s Smoke-Free Restaurants and Bars Law. State Health Director Dr. Jeffrey Engel reported the results to the Justus-Warren Heart Disease and Stroke Prevention Task Force this morning.
“We pushed for passage of this law because we knew it would save lives,” said Governor Bev Perdue, who signed the law into effect. “Our goal was to protect workers and patrons from breathing secondhand smoke and we are seeing positive results.”
The N.C. Division of Public Health report cites studies from numerous communities, states and countries that show similar declines in heart attack rates after enacting tobacco-free policies as well as a 2008 Institute of Medicine report concluding smoke-free laws are a proven way to decrease heart attack rates.
